Janine joined the Auditor-Controller’s Office in June 2023 as Chief Deputy Auditor-Controller overseeing the General Accounting and Financial Reporting Divisions.
 
Janine started her career with Solano County in August 2008 as an Accounting Clerk in Health & Social Services Administration. Upon receiving her bachelor’s degree in accounting, she was promoted to Accountant in the Behavioral Health fiscal team. She promoted within the same team to Staff Analyst and then Senior Staff Analyst. In December 2017, she accepted a promotion to Policy & Financial Analyst in H&SS Family Health Services and was responsible for the revenue cycle of the County’s Federally Qualified Health Centers.

Janine has a Master of Science degree in accounting and became a Certified Public Accountant in the State of California in October 2021.

Division Description and Functionality

Processes financial transactions for County Departments and Special Districts, which includes payments to vendors, contractors, individuals and other organizations; maintains the countywide general ledger; enforces accounting policies and procedures; enforces budgetary controls; processes, maintain and reconciles fixed asset activity to County inventory; prescribes accounting forms and systems; monitors fiscal activities.

Prepares the County's Annual Comprehensive Financial Report (ACFR) ensuring financial reporting in accordance with County policies, State and Federal laws and governmental accounting principles.

Provides general countywide monitoring of all Federal and State assistance programs; prepares the Countywide Cost Allocation Plan, which is used to claim federal reimbursement.  Manages the debt service funds for the County's long-term debt.
