CFTN funds are used to develop or improve buildings used for the delivery of MHSA services, expand housing options for seriously mentally ill consumers and their families, and to improve the technological infrastructure for the mental health system. This funding component is intended to facilitate the highest quality and most cost-effective services and supports for consumers and their families. 

At this time, no new capital facility projects are anticipated.

Solano County has implemented the Avatar Electronic Health Record (EHR) system. Two of three implementation phases have already been completed, and SCBH currently uses the EHR as the clinical record for consumers served, and to authorize and pay for services provided by contractors. The third phase, which is currently in the process of being implemented, will add the capability for point-of-service document imaging and scanning, mobile access to the EHR, electronic submission of lab orders and receipt of results, and a Health Information Exchange which will allow for data sharing with other County and medical record system.
