Ash and Debris Removal Program

The Ash and Debris Removal Program has two steps: removal of household hazardous waste and removal of other fire-related debris.

Step I: Household Hazardous Waste Removal

In Step I, local government agencies have organized teams of specialists to assess your property and identify any hazardous waste that may pose a threat to human health, animals, and the environment such as batteries, herbicide, pesticide, propane tanks, asbestos siding, and paints, and e-waste. Step I is automatic and includes both residential and commercial properties destroyed by the fire.

The California Department of Toxic Substances Control (DTSC) and their contractor are working on this step also known as Phase I Debris Removal or Household Hazardous Waste Removal.  You may check the Phase I status of your property by viewing the DTSC Dashboard online at: DTSC LNU Complex Phase I Dashboard

Once your property has cleared Phase I, please continue to Step II and submit an application for the Disaster Debris Removal and Workplan.

Step II: Debris Removal and Property Clean-up

When hazardous materials or asbestos are present, property owners must work with licensed private contractors and consultants to remove fire debris and clean up their properties.

A Wildfire Debris Removal Application form must be submitted, and a Work Plan must be approved by the Solano County Environmental Health Division prior to the commencement of work. Private debris removal is done at the homeowner’s expense and must meet the standards outlined for wildfire debris removal. This includes compliance with all legal requirements for disposal, best management practices for activities on site, proper transportation and documentation of waste, and erosion control.

  • Check the status of your Work Plan by calling Environmental Health at (707) 784-6765 

Where the only burn debris on a parcel is from non-residential structures less than 120 square feet, fences, and non-structural wood material, no work plan is required as long as the structures did not contain paint, pesticides, herbicides, propane or other similar hazardous substances, and requirements listed in this document are followed. However a Conditional Exemption is Required.

Guidelines for Fire Debris Disposal

The Recology Hay Road and Potrero Hills Landfills accept fire debris and ash from the LNU Complex Fire.
