Solano County, City of Vallejo seek developers for Solano360 Fairgrounds site, release RFQ -- Deadline extended to January 31, 2020

SOLANO COUNTY – The Solano County Administrator's Office, in collaboration with the City of Vallejo, have jointly released a Request for Qualifications for the development of the 149-acre, 1.7 million square-foot approved Solano360 specific plan site located at Solano County Fairgrounds in Vallejo.

The County and City of Vallejo are working together to solicit developers who wish to participate in this unique opportunity to transform the iconic Solano County Fairgrounds site into a twenty-first century public entertainment destination.  Additionally, developers will play an active role in helping establish the Solano360 development site as a job creation hub through the highly complementary mix of land use, including retail and commercial space, restaurant and hospitality, sports, entertainment and recreational activities, high-density residential and family and youth-oriented activities and events.

Located at the intersection of Interstate 80 and California Highway 37 in the City of Vallejo, the Solano360 site is distinctively situated in San Francisco Bay Area, offering developers the unique opportunity to establish a new center of employment, complete with high-economic growth, lower operating costs and easy-access to the rest of the Bay Area and proximity to one of the nation’s largest talent pools.

"I would encourage any developer looking to play an active role in the transformation of the Solano360 site to submit a request for qualifications as soon as possible," says District 3 Supervisor Jim Spering.  “With the site’s high visibility and ideal location between the Sacramento and Bay Area region, it is sure to become a retail and entertainment destination.”

The Solano360 development site has been used as the Solano County Fairgrounds since 1949.  In 2013, the County and the City of Vallejo jointly approved the Solano360 Specific Plan to develop a long-term framework for redevelopment of the site, including mixed-use development, a transit center and a “Fair of the Future,” all of which is governed by a Development Agreement between the County and the City of Vallejo.

“As a longtime resident of Vallejo and Solano County, the future of the County Fairgrounds site is important to me,” says District 1 Supervisor and Chairwoman of the Board Erin Hannigan.  “I’m excited for the economic development opportunities that will be realized such as new jobs, new entertainment spaces and places that families can go to have fun. Year-round Fair activities will be a part of the attraction; the location and easy access will bring visitors from near and far.”

The RFQ selection process will take place in two phases, including the initial phase where developers are invited to submit a statement of qualifications and a conceptional plan.  Phase two will be used to refine their proposals, including the presentation of a more detailed land use and financial plan, project schedule and other information.
