State's Tiered Framework - A Blueprint for a Safer Economy

The State of California has created a new tiered framework - a Blueprint for a Safer Economy - to reduce COVID-19. Using a tier-based system, the state has revised the criteria for loosening or tightening activities. Every county in California is assigned to a tier (widespread, substantial, moderate or minimal), based on its rate of new cases and test positivity. Counties must remain in a tier for at least three weeks before moving to the next tier.
