Rosemary was promoted to Deputy Auditor-Controller (Property Tax Manager) in May 2014. She earned a B.S. in Business Administration with a concentration in Accounting from the California State University, Hayward in 1996. She joined the County’s Property Tax Division as an Accountant in June 1999 after working with Levy & Company, CPAs for three years as a Staff Accountant. She was promoted to Accountant (Journey) in 2000 and then promoted to Accountant-Auditor III in 2004.


Division Description and Functionality

Property Tax is a unit of the Auditor-Controller's Office that provides various services and information to taxpayers, Board of Supervisors, County Administrator's Office, County Departments, Federal, State, local agencies, external auditors, and the general public.

Oversee the county-wide administration of the property tax system which includes the calculation, distribution, maintenance of records, payment of property taxes and the various mandated reports associated with it.

Administer all the General Obligation Bonds for all school districts and community college in Solano County.

Supervise the implementation of the provisions of Proposition 13 to ensure tax rates are capped at 1% of the property's assessed value and any levy in excess of the 1% threshold met the criteria as established by law.

Coordinate with the State, cities, successor agencies (former redevelopment agencies), special districts, and the general public with regard to any tax related issues that may impact their operation or financial condition resulting from new initiatives or legislation.
