 Elena D'Agustino Elena D'Agustino, Solano County Public Defender, was appointed on September 22, 2019.  Ms. D'Agustino has been an attorney with Solano County Deputy Public Defender since 1998. She was promoted to Chief Deputy Public Defender in October 2010, and then to Interim Public Defender in February 2019.  During Ms. D'Agustino's tenure, she has supervised both felony and misdemeanor attorneys and represented clients in dozens of jury trials for all types of crimes.  Ms. D'Agustino obtained her JD from Fordham University School of Law in New York.  As a law student, she interned with the Legal Aid Society, Criminal Defense Division, in Manhattan.  Ms. D'Agustino received her SB in Mathematics from the Massachusetts Institute of Technology.  She is a member of the California Attorneys for Criminal Justice Board of Governors, and an Associate Member of the American Academy of Forensic Science.
Oscar Bobrow Oscar Bobrow, Chief Deputy Public Defender in the Vallejo Office, was a former Contra Costa County Deputy Public Defender for 25 years.  Mr. Bobrow received his JD from American University in Washington D.C. and his undergraduate and graduate degrees from the University of California at Santa Barbara.  While a Deputy Public Defender in Contra Costa County, Mr. Bobrow was primarily assigned to the felony trial division handling cases from the Richmond Branch office including capital cases. Mr. Bobrow has tried to a jury over 100 felonies and was the lead attorney in several challenges to Contra Costa County’s felony jury venire system, establishing in court proceedings that a historical pattern of under representation of African American citizens were, and are, excluded from the jury venires in that county. Mr. Bobrow has been member of the California Public Defender’s Association Board of Governors for many years and served as President in 2019-2020.  He has also served as a member of the California JNE Commission.
Felicia Carrington Felicia Carrington, Chief Deputy Public Defender in the Fairfield Office began her career as a Deputy Public Defender in the Solano County Public Defender’s Office in 2007. During her tenure at the Solano County Public Defender’s Office, she has tried over 70 jury trials and handled two Capital cases. Ms. Carrington received her JD from Golden Gate University School of Law in San Francisco, California. She is an active member in the Solano County community. She created and led an expungement clinic, participated as a panelist on several forums addressing the use of excessive force by law enforcement, a former member of the Vallejo Police reform committee and she has participated as a mentor in the Jesse Bethel High School Law Academy program.
Dan Messner Dan Messner, Chief Deputy Public Defender in the Fairfield Office grew up on an orange tree farm in Loma Linda California where he spent his days picking oranges and mending irrigation lines. He started his career is public service as a Social Worker advocating for disabled adults and children. He also worked for the Superior Court of California as a Conservatorship and Guardianship investigator prior to becoming an attorney. Over the course of his legal career Dan has been fortunate enough to work in numerous counties including Solano, San Bernardino and Riverside. He has tried every kind of case Public Defender Offices handle, including Conservatorship, misdemeanors cases, Felony Cases, Juvenile dependency cases and Juvenile criminal cases. Over the last decade of his career he has been mainly focused on homicide defense as well as Capital Defense. Dan is an executive board member of the California Public Defender Association (CPDA) and serves in many capacities therein including legislative and training coordinator committees He serves as a faculty member of the National College of Capital Voir Dire housed at the University of Colorado School of Law, a faculty Member and Program Coordinator at the CPDA Basic Trial Skills Institute housed at the University of San Diego School of Law and conducts and organizes numerous state wide trainings including the CPDA Annual Homicide Defense Seminar and the CACJ/CPDA Capital Case Defense Seminar. He is also an adjunct professor of law teaching Criminal Procedure I and II, Appellate Advocacy and Evidence. His current legal interests include Jury Selection research and the intersection between diversionary programs and Holistic Defense.
